Are there farms in you lake's watershed?  Do ditches or storm sewers feed polluted runoff into your favorite lake?  As water runs over agricultural land, it picks up fertilizers, pesticides, and loose soil.  Water running through feedlots picks up manure.  Water running though streets in urban areas picks up salts, oil, grease, toxic chemicals, heavy metals and loose soil from construction sites.  These pollutants wind up in our lakes where they poison fish, suffocate gravel spawning areas, fill in our lakes with muck, feed obnoxious algae blooms and cause winter fish kills. 

Administrative rules have been drafted by the Department of Natural Resources (DNR) and the Department of Agriculture, Trade and Consumer Protection (DATCP) which will shape the future of Wisconsin's program to control this polluted runoff, called Nonpoint Pollution.

The two key rules we want to focus on are NR 151 and ATCP 50.  The DNR rule, NR 151, sets the standards to protect water quality, and the DATCP rule, ATCP 50, prescribes the agricultural program and practices to implement the DNR standards.

The new approach to nonpoint pollution control presented in these rules provides an opportunity for local governments and community organizations to work with the DNR basin teams and their County Land Conservation Department staff to define their most significant water quality problems and establish effective programs to protect and improve their local lakes and rivers.

WAL (Wisconsin Association of Lakes) supports these rules to address polluted runoff and encourages you to get involved to be sure this new program is an effective one.  They are a big step in the right direction, but to be effective, they need to be stronger in some areas.  To assure the future of our lakes, we need you to help us carry this message to the DNR and DATCP.

Please attend the DATCP and DNR hearings on the proposed rules and help us make the following points heard.  Special interest groups will try to weaken these rules - Make your comments to the DNR and DATCP  to be sure Wisconsin will have an effective Nonpoint Pollution Control program.  (Note that some comments are applicable to both DNR and DATCP rules, and so are repeated.)
 
 

Comments for the DNR hearings - Rule NR 151

DNR Hearing Schedule:

The DNR public hearings begin at 1:30 p.m. and 7 p.m., with information sessions preceding and starting at noon and 5:30 p.m., at the following locations.

Comments for the DATCP Hearings - ATCAP 50

Because ATCAP 50 is the rule to implement the standards set in NR 151, it is particularly important to get our voices heard at the DATCP hearings.  If only farm interests show up and give comments, this rule will focus on farm practices and not on water quality concerns.  We need to make sure this rule will effectively implement the standards the DNR sets out in NR 151.
 

DATCP Hearing Schedule:

Ten hearings are scheduled with the final hearing using a video conference format. Except for the video conference, the hearings will begin with an informational session at 12:30 p.m. The department will begin taking testimony at 2 p.m. and staff will remain available until 5:30 p.m. 
The video conference on April 5 is scheduled from 7:30 - 9:30 p.m.
