| The Intervenors were
appointed and served at the pleasure of the Wisconsin Attorney General,
so Wisconsin citizens could expect professionalism and accountability.
The individual attorneys serving as Intervenors could be removed at any
time. The nine Citizen Advisory Committee members were chosen and
appointed to 3-year terms by the Attorney General, and they reviewed workplans
and decided policy for the office.
The committee included a diversity of views and geographical distribution --- including Democrats, Republicans, farmers, business people, lawyers, university professors, and environmentalists. Meetings were open to the public (though closed on rare occasions to discuss legal strategies). The committee heard from all sides. The office frequently mediated between opposing sides to reach "win-win" solutions. Most citizens who called the office for assistance and advice were not members of environmental groups, they were ordinary people with local environmental problems affecting their lives. Hunters, anglers, boaters, farmers, small business people, local communities, and the tourism industry frequently benefited. Legislators and local officials often consulted the Intervenors on complex technical and legal issues so as not to be "snowed" by high-powered lobbyists. |
