Despite overwhelming opposition to his proposal to split the DNR into two separate agencies, Rep. John Gard (R-Peshtigo) intends to insert the item into the state budget bill. The Joint Finance Committee has already rejected placing the plan into their version of the budget, with an 8-8 tie vote blocking its inclusion.
Gard's next move, according to a source in his legislative office, will be to push his Republican party caucus in the Assembly to make the measure part of its version of the state budget bill. All eight Republicans voted for splitting the DNR in the Joint Finance Committee and with Republicans dominating the Assembly, it appears that they stand an excellent chance of adding the plan to the Assembly state budget bill.
The caucus vote is especially murky, because no formal record of votes or support/opposition to proposals are made. Thus, the backers of such a measure can hide in anonymity while advancing controversial policy measures as add-ons to the state budget.
This extreme policy measure is especially controversial, given its apparent widespread unpopularity. At the two hearings held last month by the Assembly's Natural Resources Committee, public testimony trampled the idea. Representatives from nearly all major state conservation, hunting, fishing and environmental groups vigorously rejected the plan. Current and past DNR employees also voiced opposition to Gard's proposal.
The isolated support shown for the idea came from a handful of disgruntled landowners unhappy with their treatment by the DNR and some timber interests.
Timber interests feel their needs aren't receiving enough attention from the DNR. If this is true, it is somewhat ironic that Republicans like Gard are now pushing to break-up the DNR. In 1995, these same forces sought DNR accountability by removing DNR independence and making the agency a cabinet and governor controlled position. Where is the accountability now?
