Methodology

Like the other research reports in this series, the primary sources of data for this report are public domain documents --- in this case DNR files, hearing records and interviews with participants in the NR 103 rule revision process.  The campaign contribution information was compiled by the Wisconsin Democracy Campaign through public records compiled by the Wisconsin State Elections Board.
