TOWN OF MARTELL - SPECIAL
TOWN MEETING
A Special Town Meeting for the electors of the Town of Martell
to consider granting the Town Board the authority to zone and, if so granted,
to consider and act to approve the Town Board’s enactment of an initial
zoning ordinance for a moratorium on animal waste storage facilities, large
scale feedlots or confined livestock farming operations will be held on
Monday, January 31, 2000, at 7:30 p.m. at the Martell Town Hall.
The text of the proposed resolution authorizing the exercise of zoning
power by the Town Board is as follows:

Whereas, the Town Meeting has previously granted authority to the
Town Board of the Town of Martell to exercise village powers;

Whereas, the Town Board has asked Pierce County to amend its zoning
ordinance to regulate large scale feedlots and Pierce County has declined
to do so;

Whereas, the Town Meeting of the Town of Martell deems it in the
public interest for the Town Board of the Martell to exercise zoning authority
to adopt town zoning ordinances regulating large scale feedlots, confined
livestock farming operations, and large animal waste storage facilities
and to enact a moratorium to permit adequate time to study and consider
the content of such an ordinance;

NOW THEREFORE pursuant to Wis. Stat. 60.10 (2) (h) and sec. 60.62
(2), the Town Meeting of the Town of Martell hereby authorizes the Town
Board of the Town of Martell to exercise zoning power and authority to
adopt zoning ordinances under sec. 61.35 for the purpose of regulating
large scale feedlots, confined livestock farming operations, and large
animal waste storage facilities. The Town Meeting further approves
of the Town Board’s exercise of that authority to enact an interim zoning
ordinance prohibiting new animal waste storage facilities, large scale
feedlots or confined livestock farming operations or expansions of existing
facilities or operations where new or expanded facilities would hold in
excess of 500 animal units. This grant of zoning authority is general
and continuing, and subject to the limitation of this resolution.
