Sign on Letter to Governor Doyle to Protect
our Great Lakes

On Monday July 19th the Council of Great Lakes Governors, led by Wisconsin’s
Governor Doyle, released two draft documents designed as a contract between the
eight Great Lakes states and two Canadian provinces of Ontario and Quebec. These documents are the first step in drafting laws that will affect how your
Great Lakes water is used by the agriculture industry, manufacturing,
businesses, and municipalities.
One document is a good-faith agreement between
the 10 states and provinces. The other document is a compact (called the Great Lakes Basin Water Resources
Compact) to enhance joint decision making about the use of Great Lakes water.
Both the agreement and the compact are designed to protect, conserve, restore,
and improve the waters and water-dependent natural resources of the Great Lakes
Basin.
Now is the time to take action and help protect your Great Lakes. Ask Governor
Doyle to ensure that Wisconsin has more than one hearing on these two very
important documents. Also, please tell Governor Doyle, before October 17, 2004,
to strengthen the compact as noted in Clean Wisconsin's Press
Release.

DNR 118 Rules Hearings August 3
The DNR is holding their hearings
on the permanent rules resulting from Act 118.
Permanent rules undergo a fairly extensive
process for adoption, including a series of statewide public hearings and reviews by the Wisconsin Natural Resources Board, the Assembly Natural Resources Committee, the Senate Environment and Natural Resources Committee before they reach the JCRAR.

website. An open house will run from 3 to 5 p.m. prior to each hearing.
Department staff will be available to answer questions regarding the proposed
rules. Video conference participation will be begin at 6 p.m. at the following

An advisory group including waterfront property owners, anglers, Realtors,
conservationists and marina operators is being convened to evaluate the proposed
state rules regulating piers, and propose final standards for governing the size
and placement of piers and related structures in Wisconsin’s public lakes and
rivers.

Water Action Council: Private Toxic Dump
May Displace Public Navigation Rights on
the Fox River

On July
19, 2004, the Brown County Harbor Commission
voted 4 to 3 to abandon future Great Lakes
shipping opportunities on the Fox River
in De Pere, to make way for capping in place
PCB hotspots dumped by certain paper industries.
The Commission is supporting the industries’
petition to Congress to modify the federal
shipping channel from an authorized 18 foot
depth, to only a 6 foot depth.
“This modification
will drastically limit future uses of the
Fox River in De Pere. We believe a public
hearing should be held before such a major
decision is finalized,” stated Rebecca Katers,
Executive Director of the Clean Water Action
Council, a local citizen organization based
in Green Bay. “We also question the long-term
safety of leaving the PCBs in the river."

Experts, Sierra Club Release Report Showing
Highways Linked to Asthma, Heart Attacks,
Cancer
On July 28, Madison health researchers
and the Sierra Club released the report:
"Highway Health Hazards" stating
that air pollution from vehicles increases
a wide range of health risks from asthma
to lung cancer. Highway Health Hazards summarizes
27 peer-reviewed, scientific studies that
document health hazards caused by pollution
from busy roadways.

Brush management and invasive species field days planned
- Aug 18 & 19 People interested in learning more about the management and control of
multiflora rose, prickly ash or wild parsnip may attend the field days planned
for southwestern Wisconsin during mid-August. The first field day is set for 1 p.m. Wednesday, Aug. 18, at the Yellowstone
Wildlife Area. The second field day is 1 p.m. Thursday, Aug. 19, on Franbrook Farm, southwest
of New Glarus.

sets meetings for August 25-26 to discuss baiting and feeding rules Deer hunters and
members of the public with concerns over the Department of Natural Resources’
emergency deer baiting and feeding regulations scheduled to take effect this
fall can comment on the rules at two public hearings.
Sessions will be held at MacKenzie Environmental Education Center in Poynette
at 7 p.m. on Tuesday, Aug. 25, and at Northcentral Technical College in Wausau at 7 p.m.
on Wednesday, Aug. 26 .

2004 Restoration Workshop
Series held by Wisconsin Wetlands
Association
This summer, the Wisconsin Wetlands Association (WWA) is partnering with local
conservation organizations around the state to offer a series of workshops on
wetland restoration. WWA invites participation from land owners, land managers,
and anyone who has an interest in learning about the need for and process of
restoring wetland habitats. These hands-on, field-based workshops are a great
way to get your feet wet this summer while learning how you can restore wetlands
on your own property. Ashland & Bayfield Counties: Friday -
