Two key issues leading to the Wisconsin Stewardship Network's formation were pushed through by former Governor Thompson during the 1995 state budget battle.
The
DNR Secretary was made a personal appointee of the governor, removing important
citizen control over the agency that had been previously exercised through
the citizen run Natural Resources Board.
The office of the Public Intervenor, a public natural resources watchdog, was also dismantled by the governor during the same budget bill.
Both actions were policy matters that had little to do with the budget's revenue and expenditure considerations.
The WSN supports restoration of the Office of the Public Intervenor in the Department of Justice with the legal powers and staff lost in 1995 and restoration of the independence of the Secretary of the Department of Natural Resources by appointment by the seven-citizen Natural Resources Board, rather than directly by the Governor.
